Even the Windows suggests while emptying the recycle bin "Deleting an item from the Recycle Bin permanently removes it from your computer." Actually files are never deleted when we empty recycle bin or remove the files from recycle bin. Operating system simply removes the file entry (Allocation Information, location and other details of file) from the hard drive. The area occupied by the file(s) is then marked available, at any point of time when operating system if requires space for new files(s), it may overwrite the area where deleted data lies.
Until the file gets overwritten by the operating system, they still exist on the hard drive and are recoverable.
